Laws & regulations

Electric scooter
An electric scooter is considered a bicycle if it has a maximum speed of 20 km/h and a motor with no more than 250 W. However, it is important to note that the limit applies to the continuous (nominal) power - which means that the electric scooter can temporarily have a higher so-called peak power, for example up to 1000 W, as long as the nominal power does not exceed 250 W.

If the electric scooter exceeds 20 km/h in speed or has a motor with more than 250 W nominal power, different rules apply. The next classification is Moped class II and thereafter Moped class I. There are technical requirements, such as braking systems, that must be met for an electric scooter to be classified as a moped.

Essentially, if it reaches up to 25 km/h it is considered as Moped class II, while if the speed exceeds 40 km/h and the motor is stronger than 250 W, it is classified as Moped class I. For Moped Class I, an AM license is required, the vehicle must be registered, and a helmet must be worn. Moped class II requires a driver's license and mandatory use of a helmet. If the electric scooter does not meet the requirements for bicycle, moped class I or II it gets it not to be used on public roads.

Electric bike
For the requirements to apply to an electric bicycle, the motor must be limited to 250 W nominal (continuous) power and only assist the pedaling up to 25 km/h. This means that the engine can temporarily deliver a higher so-called peak power, for example up to 1000 W, as long as the nominal power does not exceed 250 W. The electric bicycle must also be pedaled for the motor to work - so it must not drive on its own without the user's pedaling power.

Deviation from these requirements results in the vehicle being classified as moped, which entails other technical requirements, mandatory registration, driver's license and insurance.

We strongly recommend the use of a helmet, especially if the driver is under the age of 15, although it is not mandatory.
